Rosewood Neighborhood Plan
In 2008, the City of Columbia adopted The Columbia Plan: 2018 Comprehensive Plan. This plan serves to guide development throughout the City, and it addresses city-wide goals and objectives. One such objective of the plan is to develop neighborhood and corridor plans that will help create a sense of community. Creating a neighborhood plan involves creating a document that addresses specific opportunities and challenges within a defined area.
The Rosewood Neighborhood and Corridor Plan is intended to be a neighborhood plan that will address planning issues and opportunities at the neighborhood-level, and include short-term and longer term recommendations. The scope of this plan is to help identify and address some of the physical design issues, land-use policies, issues, and opportunities that will strengthen the Rosewood Neighborhood and subsequently, the City.
Creating the plan will include a three-step participation process including an informational meeting, a workshop, and a plan presentation meeting. Additionally, residents, property owners, and business owners are encouraged to participate in an online survey or to provide comments in writing to City Planning Staff.

The Rosewood Neighborhood and the Rosewood Drive Corridor are areas of the City that have developed a unique character over many decades, and it is the goal of the City's Planning and Development Services Department to help the area retain this character. We invite you all to participate by sharing your input, and providing your ideas and suggestions to help craft a plan that will guide the Neighborhood and Corridor for many years to come.

October 27th Meeting:
Rosewood Zoning Map
This map shows the current zoning and applicable overlays for the Rosewood Neighborhood. This information is derived from the City of Columbia’s GIS information. The map is assumed accurate as of the date of production listed.
Rosewood 2007 Land Use Map
This map indicated the surveyed use of the property in 2007. This information was gathered as part of the City’s Comprehensive plan via a field survey, and through the City of Columbia’s GIS information.
Rosewood Street Ownership & Sidewalk Location
This map shows the road owner ship and the organization responsible for road maintenance. It also shows the location of sidewalks and bicycle lanes within the Rosewood area. All information from this map is created from the City’s GIS information.
Rosewood Collision Instances Map
This map shows two key datasets based on information provided by the South Carolina Department of Public Safety. The first shows automobile collisions, while the second shows automobile collisions with bicycles and pedestrians. The timeframe for this data is accidents reported between 2008 to 2010.
Rosewood Development Gradient
This map shows the decade of construction for the Rosewood area neighborhoods based upon information available from the tax assessor’s records. This information comes from the City of Columbia’s GIS information.
December 15th Meeting:
At the December 2011 meetings, Planning & Development Services staff presented a series of options for the public’s thoughts and consideration.
The first option was in regards to the residential zoning of the Rosewood neighborhood. A series of three maps was created:
Map 1: The land use as currently allowed
Map 2: A variation that reduced the number of multi-family uses
Map 3: A variation that removed multi-family uses.
A similar series of options was also created for the commercial corridor along Rosewood Drive. This series created:
Map 1: The land use as currently allowed
Map 2: A variation that reduced the commercial intensity
Map 3: A variation that introduced mixed-uses along the corridor
These maps are a culmination of comments received at the first public meeting, and the input received from the online survey conducted in the fall of 2011. These maps are only concepts that are still being evaluated and discussed, and the final concept will be presented at the February 2012 meeting.

The following maps were presented at the February 16th Neighborhood/Corridor Plan meeting.
Display Boards from the February Public Meeting – These pages are the text, and the participants suggestion and comments from both meetings.
Priority Transportation – A map outlining the proposed bicycles routes, proposed future sidewalks locations, and proposed street designations based upon comments and suggestions from the other previous Neighborhood/Corridor meetings.
Proposed Land Use Map – A map outlining the proposed land uses for future development along Rosewood Drive and also within the Rosewood neighborhoods.
Proposed Rezoning Map – A map containing changes based upon comments and suggestions from participants at previous meetings. The first page is a paraphrased explanation from the City of Columbia’s Zoning Ordinance outlining the differences between each of the districts.
